Icon update (ParadoxGameConverters#490)

* Remove Empty Loc

* Update Icons

- Uncompressed icons so that they could be read by the game (previously only created errors)
- Renamed some icons to match their respective religion (rather than "custom_icon_xx").
- Updated religions to use new icons
- Updated religion_group mapping to use new icons, specifically of heresies to make sure that dynamic religions would not immediately use the same symbol as their parent.
