Minor Code Cleanup

There is nothing terribly fancy in this release. The starr and deluge libraries were moved to another repo, so references to them had to be moved. Those libraries had a few changes, but nothing that should change this application's behavior. One behavioral change: The app should try to reconnect to Deluge now if it fails to pull a transfer list.
