Installing Ruby: Update ruby version from 3.2.2 to 3.3.0

Because

• TOP is running Ruby v3.3.0 per https://github.com/TheOdinProject/theodinproject/blob/main/.ruby-version. I am assuming that is the current LTS. If you want learners to be installing 3.2.2, please disregard this PR. I did a search of PR's to see if there was any discussion about this, and was not able to find anything recent.
