Removed double implementation of vigenere_cipher.py. Fixes #8098

Describe your change:

Fixes #8098.
There was a file beaufort_cipher.py which was nothing but actually an implementation of vigener cipher. And it was better than vigenere_cipher.py. So i deleted original vigenere_cipher.py and replaced it with the implementation of beaufort_cipher.py.

• Add an algorithm?
• Fix a bug or typo in an existing algorithm?
