Workbench control flags

What this PR does

• Add workbenchControlFlags trait to all catalog members for enabling or disabling workbench controls.
• Add a disableAll flag as a shortcut option to disable all controls (except the Remove button)

Test me

• Open this CI branch that uses this catalog definition
• Add the 3 catalog items to the workbench
• Observe that they have varying levels of controls available configured via the catalog definition
