tacc_stats w/ AMD Zen2 and Zen3 support

This release has added AMD Zen2 and Zen3 PMC, Data Fabric, and RAPL collection. Event detection and timing has been migrated from inotify and alarms to libev.

Refactored

The post-processing, analysis, and web-server have been overhauled to
obtain greater simplicity, capabilities, and efficiencies.

Xeon Phi and Xeon updates

Xeon Phi uncore is now supported.
Xeon Scalable Processor (SKX) architectures are now supported.
