with an additionnal inputs.incubator on the init action we fetch additionnal URLS from betagouv API

URL defined in the dashlord.yml wont be overriden so we can still finetune tools/pages for a given URL

usage:

  - uses: "socialgouv/dashlord-actions/init@v1"
    id: init
    with:
      incubator: sgmas # optional
