Describe your changes

This PR adds Dialogs to SkBee.

I have copied these from SkNMS, and refactored them to work with Paper's API instead of using Minecraft internals.

Target Minecraft Versions: MC 1.21.7+ (This is when Paper added the API)

I wonder if this is a good time to try and use more expressions/effects over the 14 section, tho I can't really think of any good patterns

I thought that too, but like you said, I couldn't really think of a good way to do it with effects/exprs.
This is an example of one btw:

I feel like the sections is easier to read in my opinion, vs a bunch of things in line.
It also follows the format of the datapack structure for dialogs.

Also, I just wanted to copy it from SkNMS as some people are already used to that.

On day Skript will add it im sure and make it super duper wordy, so I personally feel like this is a good solid start.
