hey @huanmeng-qwq , thanks for the pullrequest. the solution is too complicated, I cannot accept it immediately.

• The solution should be mainly contained in the package permissions.
• StrictService has nothing to do with this.
• PermissionStrictHandler should not "touch" the platform - I don't even know if we need it since we already have it Set<Set<String>>
