[docs] Static alert toast method docs missing

Description

There are three parts to this:

1. public static class members are not appearing on docs pages
2. There's no descriptive hand-written prose on how to use the toast() functionality in alert
3. It's not clear that the variant="toast" is only intended to be used when alerts are toasted. - we need a "Don't" docs section warning not to put toast variant on an alert which isn't acting as a toast
