First release of libsbml and libClp for PhysiCelldFBA

In this first release, we provide compiled version of PhysiCelldFBA dependencies:

• libSBML 5.20.4
• libClp 1.17.10

Both are compiled with shared and static options, although there are some shared dependencies left that we will have to solve to provide fully static PhysiCelldFBA binaries.
