AnnotateVariants for GRCh38

This release has shifted two main components:

• Support for the BCCHR GPCC (General Purpose Computing Cluster)
• This version is functional for GRCh38

Future work will focus on:

• generalizability by computing platform: installs, databases, nextflow
• integration with PrecisionHealthVirtualEnvironment

AnnotateVariants for Rare Disease v1.1

Working Pipeline for Wasserman Lab Rare Disease Genome Analysis Spring/Summer 2019.

Has gnomad v2.1.1, cleaned up code from v1, integration with mtoolbox code, cleaner CVL templates thanks to members of the Wasserman lab.
