Open Terms Archive - P2B Compliance services

This collection has been transferred and is now maintained directly by the European Commission’s Digital Services Terms and Conditions Database. That official database was launched in December 2023, and versions of the original Open Terms Archive collection have not been tracked since August 2024.

These declarations were originally created by PPMI, OpenEvidence and Open Terms Archive to assess the application of the P2B Regulation on behalf of the European Commission through framework contract (FWC) 2018/RTD/A2/OP/PP-07001-2018 (Lot 3) and tracked by Open Terms Archive. Following the success of the implementation, the Commission adopted Open Terms Archive directly and operates its own on-premises instance.

You can explore the tracked versions interactively or download them as a dataset in the OpenTermsArchive/p2b-compliance-versions repository.

Scope

The terms tracked by this repository are those of services that operate:

  • In the European Union.
  • When available, in English; otherwise in the official language of the country of incorporation of the provider.
  • Under Regulation (EU) 2019/1150 of 20 June 2019 on promoting fairness and transparency for business users of online intermediation services (the P2B Regulation), that entered into force on 12 July 2019 and has applied since 12 July 2020.

The aim of this dataset is to enable monitoring of the implementation of the P2B Regulation.
