French translation work

Thanks to @cecileriallot for offering to translate the newsroom security training materials into French! I'm opening this as a tracking issue, just so there's a place to ask any questions as they come up, log any updates, and so on.

Once things are ready for publication, Read The Docs can link up the two resources as translations, but the French version will need to have its own repository. For example, here's the Spanish version of the open-source field guide. That's something we can take care of when the time comes, though.
