indexer: fix buckets of long latency metrics #17874

Description

see title, prev some slow queries were not captured well by the existing buckets b/c the numbers are out of scale.
I found this from objects_snapshot and then found out that the epoch advance is the other one.

Test plan

eyeballs and CI in case of unexpected failures
