Web UI for cloud user management

We need to implement a web interface for management of AppStream users and Workstation users. They should be managed in concert so that creating/deleting a user controls both AppStream and the Workstation database.

To be web-accessible, this application will need to be deployed to the public subnet of the VPC, on a separate EC2 instance from the internal services.
