Add Captain Plugins music theory tool to the cask library.

The key in the url has stayed the same when going through all the copies of the homepage in Wayback Machine dating back to 2022. Based on this I assume it always points to the latest version provided by the developer. Also, release notes page is badly outdated so chose to use header_match strategy which I hope is fine for this scenario.
