Update CI related Dockerfile and Jenkins pipeline

This PR adds mock RPM and build python module in the base Dockerfile used by the CI and adds decisionengine user to mock group.
The Jenkins pipeline has been updated to use make-release.sh script to build DE/DEM RPMs/wheels.
For now this only works for master branch.
