Note: Start counting when the first ally is called, not when you encounter the first Pokemon.

The counter rates are as follows:

1/4096(Charm: 1/1365) from 0-69

1/1024(Charm: 1/683) from 70-255

At 256 it rolls back over to 0, meaning the rates go back to 1/4096(Charm: 1/1365), this means 70 new allies have to be called for rates to go back up to 1/1024(Charm: 1/683), once it reaches 256 again it will once again roll over to 0.
