Change Dropdowns to use Radix's DropdownMenu

[zenoachtig]

This allows for keyboard navigation, deliberate hover- or click-only triggering, and multi-level dropdowns. It also fixes visual overlapping and positioning bugs like the one demonstrated in #3164.
