Incorporate Landsat 9 observations in Wetlands Insight Tool output by adding the LS9 ARD product to ODC queries [ga_ls9c_ard_3] (https://explorer.dea.ga.gov.au/products/ga_ls9c_ard_3)

This is a bit of housekeeping to bring the WIT notebooks in sync with bulk runs with dea-conflux by including Landsat 9 observations, I have tagged @BexDunn @LaurenSchenk1 @margaretharrison as reviewers.

• ToDo: I need to update both WIT Notebooks to the new template design.
