This PR updates output integer datatypes to use
np.uint8with 255 nodata value.It also updates COG overviews to match other DEA products, including using "nearest" resampling to improve how DEA Intertidal Elevation performs at zoomed-out zoom levels.
Also fixes bug #74 by only adding tile-level tide metadata if exposure and offsets are requested.
