This PR automates a large part of the quarterly CX reporting for agencies who use the A-11 v2 forms in Touchpoints for post-transactional feedback.
This improves the current process, where agencies export their quarterly responses to a CSV, then manually created a CX Collection Detail record, and re-upload the CSV responses to become CX Response records.
The new process pre-fills the Cx Collection Detail record with information already available in the Form's definition, and then uses created Cx Responses from the Form's quarterly responses.
