Revert "Fix: Handle backToReport for expense creation inside expense reports"

Straight revert of #75718

Fixes:

• Expense - New expense is created in new report when it is created inside submitted report #76301
• [$250] Expense - Unable to create expense in the old report if there is newer report #76300
• Expense - Expense is submitted to workspace chat instead of self DM when auto-reporting is OFF #76312
