Update EdFi.LoadTools.Test.csproj TestSdk version; currently has 7.1 version for EdFi.Suite3.OdsApi.TestSdk.Standard.4.0.0 and EdFi.Suite3.OdsApi.TestSdk.Standard.5.0.0

source.extension.vsixmanifest has 7.1 in the description, not sure if this should also be modified in this PR because there is a task when doing a release to update it

I Updated EdFi.LoadTools.Test.csproj TestSdk version; source.extension.vsixmanifest will be handled later at the time of pre-release ticket
