[ODS-6375] Rebuild Templates action improvements

Step 1 :

Don't allow to run a bulid from main branch

Step 2 :

Check if any fail build exists on current branch

Step 3 :

Check if any successful workflow run for codegen workflow

step 4 :
And Then if there is any changes to configuration.packages.json

step 5 :
And Then if Code gen package version is different from main to Working branch
And skip Codegen new package version step

And Same logic for all remaining steps of package version logic
