Update the tracer and sequencer version to beta-v4.0-rc20

Updates Linea Besu package and Gradle versions: arithmetization/tracer/sequencer to rc20 and Besu to 25.10.0-linea3.

• Runtime/Dependencies:
  • gradle/libs.versions.toml:
    • Update arithmetization to beta-v4.0-rc20.
    • Set besu to 25.10.0-linea3.
• Linea Besu package config:
  • linea-besu-package/versions.env:
    • Set LINEA_BESU_TAR_GZ=25.10.0-linea3.
    • Bump LINEA_SEQUENCER_PLUGIN_VERSION=4.0-rc20.
    • Bump LINEA_TRACER_PLUGIN_VERSION=beta-v4.0-rc20.

hi @ahamlat, can you update with main? It's reverting the besu version ...

I don't we should update with main because beta-v4.0-rc20 doesn't work with 25.11.0-RC1-linea2.
This PR was only to create the hot fix.
I think we should close this PR, not delete or update the branch.
The fix should be included in the last release of tracer and sequencer, then you can use 25.11.0-RC1-linea2 besu version.
