docs(poh-api): remove rate limit

Remove the mention of the rate limit from the POH APIs section, as it has been increased to match the default value used across all Linea services.

Removes rate limit guidance from the PoH API docs, clarifies that responses are raw text, and tidies frontmatter description formatting.

  • Proof of Humanity guide (docs/get-started/how-to/verify-users-with-proof-of-humanity.mdx):
    • Remove rate-limiting notes and exponential backoff example from Offchain verification; drop mention to check rate limits.
    • Clarify response format by stating the API returns raw text (not JSON) under the Response section.
    • Simplify frontmatter description to a single line.
