Update panel gene database_entry_version also for manual updates

Is your feature request related to a problem in the current program to new available techology or software? Please describe and add links/citations if appropriate.
On automated updates, panel genes get an entry version for quickly showing that they are new without having to search all old versions.

Describe the solution you'd like
Since we have the mechanism, it would seem consistent to apply this also when a new gene is manually added to a panel. And probably also to panel creation.

For manual update you mean when you load/update a panel from file or when you modify one or more genes from the panel page?

Both really - if I recall correctly they go through the same apply pending changes update step anyway?
