Thanks to a new verified phase that reorders constructors of inductives, we can now map Coq's bool to ocaml's bools, simplifying the bootstrapping process by having a single implementation of primitives whether they are linked to OCaml-extracted code or C code. I moved the C primitive implementations to a root runtime/ directory, along with the gc_stack.c used by plugins, maybe we can move back
theories/Runtime/*.{c|h}files back there as well? @andrew-appel ?
