About The Pull Request

Adds lathes to the service department, adds missing lathes to engineering in maps missing them, adds 2 pies to the clown arsenal in Delta, electrifies the cables in the sec outpost in engineering and removes unnecesary cables in CE room, both on BoxStation.

Why It's Good For The Game

The grand majority of stuff lathes spit out are mostly used by civilians and service. Why not give them their own lathe?. I gave engineering lathes too to standarize it (like RadStaiton), clowns usually get more than one cpie (in Delta they only get 1), security should be electrified and extra cables on a single tiles are bad. I did not add more lathes to Echo since it's so small.
