bd2k version incompatibility between toil-rnaseq and s3am #182
Description
s3am must be installed before toil-rnaseq, doing otherwise leads to a version of bd2k installed by s3am that breaks toil-rnaseq:
s3am 2.0.1 requires bd2k-python-lib==1.13.dev16, but you'll have bd2k-python-lib 1.14a1.dev48 which is incompatible.
