[Tooling] Point back to latest fastlane

Description

Now that my fix for upload_to_play_store has landed and I shipped it in a new fastlane release 2.226.0, we can point our Gemfile back to it

Testing Instructions

Won't really be able to test it until we need to call fastlane update_rollouts percent:0.2 as part of a real release task, especially the initial call after having done a new beta (or the final build), when the call to update_rollouts is supposed to turn the draft release into submitted state in Play Store Console.

Note

Targeting branch release/7.79 so that we can benefit from this change as part of the current sprint and release process for 7.79.
