This PR updates the
pymc3-hmmcodebase so that it works with PyMC3v4.DiscreteMarkovChainFFBSStepTransMatConjugateStepThis requires the latest Aesara build and PyMC3
v4at pymc-devs/pymc#4729, so don't expect the tests to pass until those available/set up.
