Closes: os-matcher-amb#78#

  • create an os-matcher conan package
  • the package is built by an CI
  • the CI is publishing it in an conan registry

- Ignore any build directories.
- Because no solution to establish add_dependacy in conan for the issue that test-if-git-HEAD-has-changed is needed to be built before an application, the default value for BUILD_EXAMPLES becomes OFF
