Define a stable sorting of categorical values for use in the output of the vehicle type model. This will allow sharrow to compile this component without triggering re-compiles somewhat randomly on future model runs.
This should partially address #799, at least in the vehicle type model. Categorical encoding in other components (e.g. school escort) will also need to be addressed.
