Partially reverts 2i2c-org#4745, as Terraform 1.9 is not an open source product.

We will need to verify that this doesn't have any negative effects on the workspaces we currently maintain in the two months it's been in effect before merging it. |

I think this is just changing the lower bound, but that the upper bound would remain unchanged |

It seems 1.5.7 is the latest terraform with old license https://github.com/hashicorp/terraform/blob/v1.5.7/LICENSE. |

While this doesn't fix everything, without this change it's impossible for me to run terraform locally. So I'm going to merge this. |
