Qcef issues with arm64

Qcef upstream pulls in old cef repo, without arm64 support, but will compile, if you patch sources after they were downloaded with latest libcef from deepin, then use ebuild to merge. Since the upstream qcef repo is archived, this needs to be fixed here, or the report needs to be forked, and fixed, and this needs to point to that.
