停止任务当遇到任务prerestarting失效bug #41

当任务是prerestarting状态的时候，停止任务失效，还是需要到达flink-ui中去取消任务，但是此时flink-stream-web中flink-ui地址已经去除，需要从yarn ui中找flink ui地址，此处很耗费精力。
