the concurrency test in test_limiter.rb seems flaky #36

This test here: https://github.com/zendesk/prop/blob/master/test/test_limiter.rb#L29 seems to be flaky and occasionally returns 1 instead of 2.

Introduced by me in #33. Needs to be improved.
