ClickHouse: no changes after changing host type via terraform config #462

Steps:

  1. Create clickhouse cluster with s3-c2-m8 configuration
  2. Change the configuration to s2.micro
    Terraform apply finished without error, but no effect applied to the cluster.

It would be great if you provide additional info:
TF config where developers could reproduce this bug.
