PHP bindings

Noted the missing PHP support while assessing if Yamlscript could help with development/test environment configurations and such in general.

Added new issue as requested at #184.

Sorry it took so long but I finally got a PHP binding out just now.

Can you try out https://github.com/yaml/yamlscript-php for me?
