Describe the bug

It appears this workflow is no longer valid for Chrome. When I run this command then navigate to provided refresh token URL I am met with an error message. Included in this message is a migration link provided here. I was able to get a refresh token following this guide, specifically using the command npx chrome-webstore-upload-keys. Maybe the wxt submit init script can incorporate this command into its workflow?

Steps to reproduce

Run pnpm wxt submit init
Check Chrome
Follow the instructions provided in the terminal
Navigate to the refresh token URL ending in oob
