Would s/consume user activation/consume transient activation/ be clearer?

What is the issue with the HTML Standard?

Would "consume transient activation" be more descriptive of consume user activation which only affects transient activation?

Right now it takes a bit of digging to learn sticky is unaffected by consumption which is conditional on: "if window's last activation timestamp is not positive infinity, ..."

I was initially thinking that having "user" in there is nice, but since the earlier check in algorithms using this is a check for "transient activation" I tend to agree that this would be clearer.

If we rename this we probably also want to rename "consume history-action user activation" at the same time.
