[Feature]: Exclusions should get an additional "Explanation" Column

What change would you like to see?

In a long-running, iterative project with many exclusions, I feel the need to document exclusions (why are they necessary, which pages do they affect, etc.) I currently do this in an external ticket system, but this is error-prone and redundant. It would be nice if exclusions could have their own “Explanation” column in the settings of a workflow.
