[Bug]: Collection search seems to be broken

What did you expect to happen? What happened instead?

Collection search should filter/search the items in the list. Instead, it seems to do a search to fill out the suggestions, but then nothing entered into the search bar, even the exact name of a collection, returns any results. Further, when no results are returned the empty state says that there's no collections at all, rather than there being no collections in the search results.

Reproduction instructions

1. Navigate to the collection list page
2. Search for a collection
