Presently if a user wants a plugin they have to request it be added to webiny by one of the admins. They cannot browse and test plugins with their app. This creates friction for them, and a burden on the administrators to review and test plugins.

Describe the feature's behavior.

A way for users on a per application basis to import and test a plugin just for their app, without needing any intervention by the webiny hosting team.

Ideally this would link to a store front with a one click install, or similar.
