Gitlab transition (phase 2): Create issues for the rest of the transition #1714

After phase 1 of the Gitlab transition is done, we should have a better idea of how to complete the migration and we want to discuss this with the group. Some steps (this list is probably not exhaustive)
- Adding more users into Gitlab and having them use Gitlab actively
- CD pipelines (so we can release to cloud.gov environments)
- Migrate Github issues one last time
- Turn on push mirroring
- Add the rest of Github Actions
- Disable Github Actions
- Remove Github users and roles to minimize accidental usage of Github (we still want key stakeholders to keep Github admin access, though)
- Document and prioritize further Gitlab features we can use (such as a container registry)
- Figure out what to do with Github issues (we can turn them off completely via Github repository settings)
Acceptance criteria
- Gitlab issues (!) for the rest of the Gitlab phase 2 transition
