Eng Spike: WWA Map library

Assuming we'll get confirmation that a WWA is a valuable feature from R6.

The core features we're identifying right now:

• Seeing all WWAs for a defined area (County, WCA, State)
  • Executional consideration could be:
  • Seeing only the WWAs for that area
  • Zooming into that area and seeing relevant WWAs, while being able to zoom out and see others

We have 3 candidates to review and each one has unique questions:

1. CMI Library (as is) - can this cover our core features, are there any limitations we should consider?
2. CMI Library, deployed to GH - TBD if/when feasible (this is on the table, but blocked for now)
3. Leaflet - can this cover our core features and how complicated is it?

Yeah, it'll make a reasonable spike once we validate the need. Until then, it'll be hard to know what kind of features and support we should be looking for.

This will likely also require some chats with the GIS team to see what alert layers are available and whether we can just use what exists or if we'll have to construct the alert shapes ourselves (oh gosh please no).
