MacOS Displays settings has a hidden option Detect Displays if you hold down the option key. When I plug in my ext display about 70% of the time it picks it up fine, the other times, eh, Detect Displays picks it up, but it is so much effort it's simpler to just plug out and plug back in the cable.
This is not really a BD issue as such, but would be nice to have it either
do this as part of Reinitialize external displays
or a new option for Detect Displays
Alternatively, if anyone happens to know a nifty CLI command to do this from the terminal I'd be most grateful, then could simply map it using karabiner, skhd or BetterTouchTool
